Federal Criminal Police to provide increased support to the Office of the Attorney General

The Federal Criminal Police should increasingly support the Office of the Attorney General in the investigation of criminal offenses. This is the demand of Attorney General Stefan Blättler. Parliamentary oversight is looking for solutions.
The Control Committees of the Federal Assembly (CPC) are currently clarifying the reasons for the criticism made by the Attorney General, as stated in the annual report published on Tuesday. The issue has been on the radar for more than a year - "without any improvement in this regard".
For the commissions, the focus is on clarifying whether it is simply a question of a lack of resources at the Federal Criminal Police (FCP) or whether there is also potential for improvement in the organization and structures of the Federal Office of Police (Fedpol). "This question needs to be clarified as quickly as possible."
Lack of resources
According to information from the Attorney General quoted by the CPC, the FCP is the most important partner organization of the Office of the Attorney General of Switzerland (OAG). By law, it is a criminal prosecution authority that independently investigates and reports criminal offenses and carries out other activities on behalf of the Office of the Attorney General. At the federal level, however, the impetus for initiating an investigation often comes from the OAG.
According to the Office of the Attorney General of Switzerland, Fedpol provides the OAG with 136 investigators, out of a total of 1079 people working for Fedpol. A further 145 employees work indirectly for the OAG.
According to its own information, the OAG is currently unable to open several proceedings - for example in the area of criminal organizations - due to a lack of investigators. According to the federal prosecutor, this could lead to a security problem.
According to the GPK report, Fedpol and the BKP pointed out the broad scope of Fedpol's remit, which is not limited to criminal prosecution. There are 1.6 Fedpol investigators for every federal public prosecutor. A comparison with the cantons shows an imbalance. The problem arose years ago when the increase in personnel at Fedpol was stopped.
