The Lucerne Civil Defense is to receive a new training center

The canton of Lucerne wants to partially rebuild and renovate its 50-year-old civil protection training center in Sempach. Voters will be asked to approve a special loan of CHF 30.3 million for the CHF 37.8 million project on March 3.
The current training center for civil defense was built in 1971. Every year, several thousand people - not only from the canton of Lucerne - are trained there.
Not much has been invested in the infrastructure, some of which is still in its original condition. Since 2007, no further investment has been made in the renovation of the buildings in anticipation of a new construction project. However, the corresponding project was abandoned in 2014. The facility is also no longer up to date in operational terms, and the accommodation building has been converted into an administration building.
The project, which was approved by the cantonal council in October, envisages the renovation of the instruction building. The administration building, pavilions and barracks will be demolished and replaced by new buildings. This should also allow the site to be used more efficiently in the future.
Of the total investment sum, only CHF 30.3 million is subject to a mandatory financial referendum. The government council can approve CHF 7.5 million on its own authority. There has been no fundamental opposition to the project to date. Construction could start in 2025, with operations scheduled to begin in 2028. Operations will be relocated to temporary facilities during the construction period.
