The canton of Jura is to receive a fourth district. With the creation of the district of Moutier, the State Council wants to fulfill a promise it made before the vote on the cantonal transfer of the small Bernese Jura town.
The district of Moutier would be the fourth after Delémont, Franches-Montagnes and Porrentruy. The State Council submitted the proposal for consultation on Thursday. Voters are expected to have the final say on November 24, 2024.
The voters of Moutier have voted in favor of joining the canton of Jura in 2021. It will still take some effort before that happens.
Next March, the cantonal parliaments of Bern and Jura will express their views on the Moutier Concordat, which regulates the conditions for the transfer. The bill is not uncontroversial in the canton of Bern.
The concordat will also be put to the people. The change of canton also requires the blessing of the Federal Assembly. The plan is for Moutier to become part of the Jura on January 1, 2026.
Moutier would then form its own constituency for election to the Jura parliament for one legislative term. Moutier would be able to elect 7 of the 60 deputies.
