The planned negotiations on Switzerland's future relations with the EU have a good basis for achieving an acceptable result. This is the view of the Foreign Affairs Committee of the Council of States (FAC-S).
The majority of the APK-S approves the thrust of the negotiating guidelines, as the parliamentary services announced on Tuesday. It adopted its opinion by 9 votes to 3, with one abstention. The majority supported the Federal Council in entering into negotiations with the EU Commission, following extensive and controversial discussions.
The GPS-S supports the overall package approach, the integration of institutional rules into the market access agreements (vertical approach) and the waiver of guillotine clauses in future agreements. In the view of the GPS-S, rules on state aid should only apply in the respective agreement and should not have a horizontal effect.
