La Landsgemeinde des Rhodes-Intérieures adopte une constitution entièrement révisée

The voters of Innerrhoden approved the completely revised constitution at the cantonal assembly in Appenzell on Sunday. It now includes, for example, provisions for the introduction of emergency law. The constitution is expected to come into force in 2027.

The people of Innerrhoden backed the totally revised cantonal constitution, which had been the subject of controversial debate in the run-up to the vote. There were also critical comments at the cantonal assembly, for example from SVP cantonal president Martin Ebneter.

Ebneter recalled the statements made by the Ethics Committee (government), according to which no significant changes had been made to the content as part of the total revision. "The promise has not been kept with the constitution presented to the Landsgemeinde today" criticized Ebneter.

Cantonal Councillor Angela Koller, among others, countered: "Writing a new constitution does not mean writing off the old one." There are some changes to the content, but these have been transparently identified.

Ebneter took issue with the provisions on emergency law, for example. The constitution did not stipulate a specific deadline by which any regulations based on emergency law had to be submitted to the Grand Council (parliament). However, a motion for referral submitted by Ebneter was rejected, even though some voters supported it.

The official obligation is relaxed

Among other things, the completely revised cantonal constitution provides for a relaxation of the obligation to hold office. This is now limited to authorities that are elected by the people.

In addition, some financial powers will be redefined. Until now, the Landsgemeinde has decided on expenditure of one million francs or more. In future, it will be able to vote on expenditure of two million francs or more.

The new constitution is expected to come into force in 2027. Part of the total revision was the removal of several aspects from the constitution into separate laws. These laws will be discussed in the Grand Council over the next few months. The laws will then go before the Landsgemeinde.
