Federal Council wants to remove obstacles to military peacebuilding

The Federal Council wants to facilitate cooperation with the EU in military peacebuilding with a framework agreement. Switzerland has an interest in contributing to peace and stability in crisis regions, the government announced on Wednesday.
Against the backdrop of the current security policy situation, a so-called "Framework for Participation Agreement" (FPA) is intended to facilitate Switzerland's participation in EU military peacebuilding missions. According to the communiqué, the intention is to intensify international cooperation and further develop military peacebuilding.
Switzerland has been involved in a peacebuilding mission since 2004 as part of the EU military peacekeeping operation in Bosnia and Herzegovina. In order to participate in such military missions, the Confederation must agree the legal and administrative requirements for each new participation in a specific agreement.
An FPA is to be concluded in order to reduce the bureaucratic burden of participating in EU military missions. Such an agreement has already been in place since 2020 for participation in civilian EU missions.
The agreement does not create any obligation for Switzerland to participate in EU missions or operations, according to the press release. Switzerland would continue to decide independently whether or not to make a contribution.
