The National Council wants to know from the Federal Council how people can be financially supported when returning to work after a voluntary career break. On Thursday, the Grand Chamber adopted a corresponding postulate from its Committee for Science, Education and Culture by 101 votes to 90.
According to the Committee for Science, Education and Culture (WBK-N), the report ordered from the Federal Council should address the means by which people can be financially supported, for example after family breaks, after they have not worked voluntarily for several years.
The WBK-N referred to a possible mechanism via unemployment insurance or via scholarship systems, such as those provided for in the canton of Geneva or the city of Zurich. In the case of unemployment insurance, the Commission referred to the limited access to its benefits for people returning to work.
The Federal Council should therefore report on how uninsured persons can take part in training measures. "It is unacceptable that adults who want to return to work are unable to do so for financial reasons," said committee spokesperson Regina Durrer (center/NW).
The postulate adopted by the National Council "replaces" a motion by National Councillor Marianne Maret (center/VS), which the large chamber previously rejected by 117 votes to 71 with three abstentions. The motion would have instructed the Federal Council to carry out a pilot project with one or more cantons aimed at providing greater support for people who need financial assistance for further training or new vocational training for retraining purposes.
