Schwyz cantonal council debates can be broadcast on the Internet

In the canton of Schwyz, the debates of the cantonal council can be broadcast live on the internet in future, against the wishes of the government. Voters have narrowly approved a corresponding passage in the Cantonal Council's rules of procedure.
During the Covid pandemic, no members of the public were allowed in the Schwyz Cantonal Council chamber. The sessions were therefore broadcast live on the internet. However, there was no legal basis for this.
Because a majority of the parliamentary groups wanted to introduce broadcasts, the Cantonal Council created a legal basis for this with a partial revision of its rules of procedure. The cantonal government rejected the live stream because of the costs and because it feared that the broadcast would have a negative impact on the nature of the debates.
However, the bill was approved by voters on Sunday with a majority of 51.9% (24,182 to 22,432 votes). The vote had to be held because the approval rate in the cantonal council was below 75 percent. The turnout was 43.97%, according to the state chancellery.
The bill also contained a second, undisputed innovation. Because the coronavirus pandemic had shown that parliamentary operations were not prepared for extraordinary situations, the amendment to the rules of procedure expressly gives the parliamentary leadership the authority to impose protective measures or access restrictions.
