Jura wants to relax debt brake due to change of canton from Moutier

On Friday, the Jura government submitted a proposal to parliament with which it intends to adjust its debt brake mechanism for the period 2026 to 2031. In doing so, it wants to take into account the financial losses associated with the accession of the "still Bernese" municipality of Moutier to the canton of Jura.

During the transition phase from 2026 to 2031, the canton will suffer a loss of revenue of CHF 65 million due to the mechanism of federal financial equalization, as the Jura executive writes in a press release. This instrument, which serves to equalize financial resources and of which the Jura is a major beneficiary, will only take the population of Moutier into account six years after the actual transfer to the new canton.

However, the canton of Jura will have to bear additional burdens from 2026 with the admission of Moutier, writes the government. The Jura will also have to find more money for the construction of new administrative buildings. These one-off investments are estimated at CHF 10 million, according to the statement.

The cantonal executive is therefore proposing a special regulation for the exceptional situation to parliament. It wants to exclude one-off investments and revenue shortfalls from the calculation of the debt brake.

If parliament approves the proposal, the population will also have to vote on it, probably at the beginning of 2025, as this project requires an amendment to the cantonal constitution.
