Parliament creates “Swiss Government Cloud”

Parliament wants the Federal Administration to have its own cloud service from 2026. On Monday, the National Council waved through the new law and two clarifications contained therein in line with the Council of States.
Without discussion or a vote, the Grand Chamber tacitly voted in favor of its pre-advisory Finance Committee (FK-N), which unanimously recommended the Council of States' clarifications for approval in advance.
In addition to a small, technical specification in the wording to reduce the ecological footprint of the IT infrastructure, the Council of States also wanted to narrow down the framework within which cantons and municipalities can use the "Swiss Government Cloud" (SGC).
The law now states that the SGC can provide services to cantons and municipalities at cost-covering prices, but no longer that the SGC is generally available to the cantons and municipalities.
The SGC is an investment in the future of Switzerland, said rapporteur Gerhard Andrey (Greens/FR) and rapporteur Tamara Funiciello (SP/BE) in the Council on Monday. Federal Councillor Karin Keller-Sutter also spoke out in favour of the Council of States' clarifications.
However, the credit for the "Swiss Government Cloud" (SGC) in the amount of CHF 246.9 million had already been approved by the councils. The system for recording and managing content and the external clouds will complement each other in a hybrid infrastructure. This will be available for use by cantons, cities and municipalities. However, no services will be provided for the private sector via the system.
