Air Passenger Data Act clears first hurdle

The national system for recording air passenger data submitted by the Federal Council has cleared its first hurdle. The National Council adopted the Air Passenger Data Act drafted for this purpose in the overall vote with 166 votes in favor, 25 against and 4 abstentions.

Several red-green minorities called for data protection - including faster pseudonymization, a review of risk lists by the courts and a shorter retention period and faster deletion of the collected air passenger data. They were defeated in the Council by the conservative majority.

The Federal Council wants to put a national system for recording air passenger data into operation from 2026. The Air Passenger Data Act serves as the basis for this. The bill is intended to help the police and security authorities to better combat terrorism and serious crime and to better protect Switzerland as a business location.

The planned law regulates the disclosure of passenger data by Swiss and foreign airlines to the authorities and their processing. The Council of States must next deal with the bill.
