Appenzell voters decide on wolf measures

Appenzell farm animals are to be better protected from wolves and wild animals in three areas are to be given more peace and quiet: On April 28, the voters of Appenzell Innerrhoden will decide on these proposals. The right to vote for people who are not capable of judgment will also be an issue.

A wolf was recently spotted in Appenzell Innerrhoden. At the end of April, voters will now decide at the cantonal assembly whether the canton should take new protective measures and provide financial support. Specifically, this will involve the stabling of sheep at night.

Certain protective measures are already supported by the federal government. However, according to the government, there are still funding gaps for region-specific precautions. These are now to be closed.

A decision will also be made on the game reserves in Appenzell Innerrhoden. Instead of four, as was the case at the Landsgemeinde in 2022, only three such areas - Chalberer, Maarwees and Brugger Wald - will now be included in the Hunting Act.

Rest periods would be set for these areas, during which the hiking trails may not be left. In addition, a hunting ban and a leash requirement for dogs would apply during the quiet periods.

Voting rights for persons lacking capacity

In addition to the election of the Standing Committee (government), for which all current members are standing again, the total revision of the cantonal constitution is an important item on the agenda.

The main issue here is the right to vote for people who lack capacity, such as those with a guardian or a power of attorney. Until now, they have been excluded from voting. Now Appenzell Innerrhoden could become only the second canton after Geneva to grant these people the right to vote. Currently, 30 people would benefit from this.

Only four more years in office

The new constitution also aims to relax the obligation to hold office. In future, this is to be limited to authorities that are elected by the people. It would also be reduced from the current eight to four years. A vote will also be held on the basis for the Ethics Committee to introduce and apply emergency law.
