Comptes cantonaux en baisse, mais meilleurs que budgétés

The cantons' 2023 accounts close with an overall surplus of CHF 2.2 billion. More than half of this was in Geneva. Other cantons just made it into the black or posted a smaller deficit than expected.
13 of the 26 cantons were in the red. 19 closed above budget. Instead of a budgeted deficit of CHF 478 million, Geneva posted a surplus of almost CHF 1.4 billion. Zug achieved the second-highest result with CHF 461 million.
The cantonal finance directorates had been more pessimistic in their budgets. Zurich budgeted a deficit of CHF 353 million and closed with a deficit of CHF 2 million. Basel expected a surplus of CHF 13 million and achieved a surplus of CHF 434 million. As in Geneva, this was due to higher tax revenues.
With its deficit of CHF 13 million, Bern almost managed a precision landing in comparison, after its finance department had budgeted a mini-surplus of CHF 100,000.
On the French-speaking side of Switzerland, only Geneva stood out with a large surplus. Neuchâtel recorded a profit of 1.7 million, although it had expected a loss in its budget. Vaud expected a deficit of CHF 230 million and closed with a loss of CHF 39 million. Fribourg achieved a barely balanced result. The deficit in the Jura amounted to CHF 12 million, while Valais posted a profit of CHF 34 million.
The combined surplus of CHF 2.2 billion is CHF 1.3 billion lower than in the previous year. This is due to the fact that the SNB did not make a distribution, which had still flushed CHF 4 billion into the cantonal coffers in 2022.
2024 is shaping up to be difficult. The majority of cantons are budgeting deficits despite a dynamic economic recovery. Several of them have announced austerity programs.
