Councils Dispute Reallocations in Agricultural Zone

The Swiss Ständerat and Nationalrat have been debating the revision of the Raumplanungsgesetz, with the Ständerat attempting to compromise with the Nationalrat. The main point of contention is the conversion of non-agricultural buildings into residential homes, which the Nationalrat has rejected due to the potential for the creation of “island building zones”. Other differences include exemptions from odour emission regulations when land is rezoned from agricultural to building zones, and the construction of mobile phone towers outside of building zones. The main aim of the revision is to stabilise the number of buildings outside of building zones, as an indirect counter-proposal to the Landschaftsinitiative.
