Eight proposals were voted on in five cantons

On Sunday, votes were held in five cantons on eight substantive proposals. The cantonal ballots are listed below in alphabetical order:
APPENZELL AUSSERRHODEN: The voters of Appenzell Ausserrhoden have voted in favor of making it easier for municipalities to merge. The 20 municipalities of the canton will no longer be listed by name in the cantonal constitution. This will make it easier for municipalities to merge in future. The government's more radical proposal for structural reform did not receive a majority. This would have reduced the number of municipalities from 20 to between 3 and 5.
BASEL-STADT: In the half-canton of Basel-Stadt, voters have spoken out against the two urban climate initiatives of the Umverkehr association. The two proposals, which aimed to convert street space into green areas and more space for non-motorized traffic as well as streetcars and buses, were surprisingly clearly rejected. The "Good Air Initiative" was rejected by 26,797 votes to 20,316, which corresponds to a no majority of 56.9 percent. The "Future Initiative" was defeated by 27,999 votes to 18,941, which corresponds to a "no" vote of just under 60%.
LUZERN: The Lucerne electorate supports the government council's road traffic policy. On Sunday, they rejected both the proposals to strengthen motorized road traffic and to make local thoroughfares more compatible with residential areas. Voters rejected the Young SVP's "Anti-Congestion Initiative" with 80.4 percent of votes against. The Green Party's "Attractive centers" referendum failed with 72.8% of votes against. The canton of Lucerne can also expand its second-largest school, the one in Sursee. The voters approved a special loan of CHF 59.7 million with 79.7% of the votes in favor.
NIDWALDEN: The voters of Nidwalden have clearly rejected the so-called child protection initiative. The initiative, which arose in the course of discussions about coronavirus measures, would have made health-related measures in schools more difficult. The referendum was rejected with 87% of votes against. The initiative demanded that medical and health-related measures in schools require the explicit consent of schoolchildren or their parents who are capable of judgment, as stated in the voting message. For example, parents would have had to be consulted if masks had been made compulsory. Written consent for an examination and corresponding measures would also have had to be obtained in the event of a head lice infestation.
ZUG: The low-tax canton of Zug can lower its taxes further. On Sunday, the people of Zug approved the tax cut with 72.3% of votes in favor. The eighth revision of the tax law is due to come into force in 2024. The cantonal parliament held a referendum against the tax law revision in July. The reason for the revision, which is due to come into force in 2024, is the good financial situation of the canton of Zug. The 2022 state accounts alone closed with a surplus of CHF 332 million, once again a record high.
