New titles are to give higher vocational education and training in Switzerland greater prestige. In future, graduates will be able to use the titles "Professional Bachelor" and "Professional Master". The term "Höhere Fachschule" is to be protected.
With these measures, the Federal Council wants to make higher vocational education and training better known and more visible. This requires amendments to the Vocational and Professional Education and Training Act and the Vocational and Professional Education and Training Ordinance. They are subject to consultation until October 4, 2024.
Among other things, the Federal Council wants to enshrine the designation right in law. This should protect the name "PET college". Anyone with a degree in higher vocational education and training should be allowed to use the title "Professional Bachelor" and "Professional Master". It is thus taking up a demand from Parliament.
In doing so, the Federal Council wants to ensure a clear distinction from universities and their titles. The new title supplements should only be used in conjunction with the full protected title in the official languages or the full English translation of the respective degree.
However, it also proposes further measures. These include the possibility of conducting federal examinations in English. The aim is to respond to the needs of internationally oriented industries.
With these proposals, the Federal Council wants to ensure that there are still enough specialists and managers with practical vocational training. Higher vocational education and training includes federally recognized courses at universities of applied sciences as well as federal professional and higher professional examinations. In 2022, there were around 28,600 qualifications of this type.
