Federal Council rejects idea of a special army/Ukraine fund

The Federal Council wants nothing to do with a special fund for the army and aid to Ukraine. It has recommended that a motion to this effect be rejected by the responsible Council of States committee. Overriding the debt brake is not an option.
A motion by the Security Policy Committee of the Council of States (SIK-S) calls for a CHF 15 billion special fund for the needs of the army and the reconstruction of Ukraine. According to the committee's ideas, this money should flow bypassing the debt brake.
The Federal Council rejects this, as can be seen from its response to the motion published on Thursday. Neither the army nor aid to Ukraine meet the statutory requirements for extraordinary expenditure.
"The amount of the contributions can be controlled, which is why this expenditure cannot be recognized as extraordinary." According to the Federal Council, the creation of a fund under special legislation would have to be properly financed, either through savings or additional revenue.
