Parliament can decide on the planning for the current legislative period. In addition to relations with the EU, finances and climate protection, the Federal Council's dispatch focuses on new challenges such as artificial intelligence, crisis management, energy supply and the reconstruction of Ukraine.

The new legislature began in December and will last until November 2027. Securing sustainable prosperity, promoting national and intergenerational cohesion, security and peacebuilding worldwide as well as climate protection are the Federal Council's guiding principles for the next four years, according to a press release issued on Thursday. It intends to set 25 specific goals and undertake 112 measures.

The Federal Council wants to focus on new challenges. It mentions artificial intelligence, crisis management - including protection against cyber risks and critical infrastructure -, energy supply and the reconstruction of Ukraine. It also wants to take population growth into account in its policy.

In June 2023, the National Council passed a postulate calling for a positive vision of a "Switzerland of 10 million". Supply and infrastructure would have to be adapted accordingly. Building the necessary foundations is the task of the national government.

According to the Federal Council, the National Council will deal with the legislative planning in the special session in mid-April. The Council of States will discuss it in the summer session.

In the last legislative period, the Federal Council was able to implement three quarters of the planned measures, despite the crises. It dealt with 652 transactions in connection with the pandemic and 208 transactions relating to the war in Ukraine. It also dealt with 43 energy transactions and 27 relating to the forced merger of UBS with the troubled CS.
