The Federal Council wants to focus on solutions that can be implemented quickly to finance the 13th AHV pension. This is because the pension supplement is to be paid out from 2026.

Numerous ideas for financing have been discussed in public since the vote on March 3, Social Affairs Minister Elisabeth Baume-Schneider told the media in Bern on Wednesday. She cited a financial transaction tax as an example.

But the consequences of such proposals should first be assessed, said Baume-Schneider. These sources of funding would therefore be looked at in the next major AHV reform. This would force us to quickly implement financing via wage contributions or a higher value-added tax.

The increase in wage contributions would be split between employees and employers. This financing makes it possible to spread the costs of the 13th pension across the entire population, between working people and pensioners.
