National Council demands a separate Ukraine strategy from the Federal Council

The National Council wants to set its own priorities in security and peace policy. It has added various objectives to the Federal Council's 2023-2027 legislative planning. For example, the large chamber is calling for the adoption of a Ukraine strategy.
On Wednesday, it followed the advice of its Legislative Planning Committee (LPK-N) on this point. In addition to the Federal Council's planned fundamental decision on the contribution to reconstruction in Ukraine, the National Council is calling for the adoption of a separate Ukraine Strategy 2024-2027.
In connection with the war in Ukraine, the Grand Chamber also decided that a resolution should be passed on protection status S and on the parallel continuation of integration measures during this legislative period.
The SVP failed with its motion to remove the reconstruction of Ukraine from the legislative planning. The motion to remove the adoption of the 2026/2027 resettlement program from the government's planning instrument also failed to gain a majority in the Council.
Revise service model
In the area of migration policy, the Grand Chamber approved the conclusion of further migration agreements, including readmission agreements with countries from which asylum seekers are staying in Switzerland. In addition, the Federal Council should initiate the further development of Schengen/Dublin in accordance with the key elements of the EU migration and asylum package.
The National Council also enshrined the funding of the army and civil defense as a separate goal in the legislative planning. It is calling for adjustments to the service model to ensure that there are no shortages in the long term. In addition, the Federal Council should ensure the national police data exchange (Polap) within Switzerland during the current legislative period.
A motion by the Green Liberals, according to which the Federal Council should pay more attention to "the health of its democracy", did not receive a majority. To this end, the GLP called for a report on the ability to reach consensus and combat polarization, a strategy to identify propaganda and populism and a strategy to improve cooperation with business and civil society.
