National Council Discusses Relaxation of Second Home Regulations

The Swiss National Council has voted to relax restrictions on housing construction in communities with a high percentage of second homes. The vote was 109 to 78 in favour of a proposal from the Commission for Environment, Spatial Planning and Energy (Urek-N). The proposal allows for existing buildings constructed before the approval of the Second Home Initiative in March 2012 to be remodelled and expanded in communities with more than 20% second homes. The Swiss Federal Council and a minority of the Council wanted any additional housing created from demolitions, rebuilds and expansions to be exclusively for primary residences. The proposal was initiated by National Council Member Martin Candinas (Mitte/GR). In summary, the Swiss National Council has voted to relax restrictions on housing construction in communities with a high percentage of second homes, allowing for existing buildings to be remodelled and expanded.
