National Council to discuss financial transaction tax

The National Council intends to discuss the introduction of a financial transaction tax during the current legislative period. It has included this objective in the Federal Council's planning instrument. The aim is to secure the financing of the AHV.

With 97 votes in favor, 87 against and one abstention, the Grand Chamber adopted the proposal of its Legislative Planning Committee (LPK-N) on Tuesday. Specifically, the Federal Council is to adopt a dispatch on the introduction of a financial transaction tax to finance the AHV by 2027.

In a recently published survey commissioned by "NZZ am Sonntag", 64% of respondents were in favor of creating a financial transaction tax. At the beginning of March, the people and cantons voted in favor of the introduction of a 13th AHV pension from 2026. It is unclear how the four to five billion francs in additional costs required for this are to be financed. The Federal Council is examining various options and intends to submit them to parliament.

Advancing the EU dossier

The National Council wants to set its own priorities in the 2023-2027 legislative planning. For example, it advocates the swift conclusion of negotiations with the EU. It expressly calls for great importance to be attached to balancing domestic political interests - for example between the social partners, but also the regions and various population groups - right from the negotiation stage.

The National Council also believes that the regulation of artificial intelligence should be accelerated and its use in the federal administration clarified. The large chamber is of the opinion that the current rapid developments in this area require swift action - particularly in order to protect personal rights. The Federal Council should therefore adopt a dispatch on the regulation of artificial intelligence.

No softening of the debt brake

With regard to the federal budget, the National Council spoke out in favor of fundamental decisions on reducing the proportion of committed expenditure in the medium term and on measures arising from the review of subsidies and transfer payments. A mandate to the Federal Council to soften the debt brake was rejected by 110 votes to 76.

To this end, the National Council instructed the Federal Council to adopt a bill to speed up building procedures so that sufficient living space can be created again and price trends can be curbed. This is to be done in consultation with the cantons.
