Nationality of health insurance policyholders to be surveyed

The National Council wants to determine the nationality of insured persons when granting benefits under compulsory health insurance. It has approved a motion to this effect, thus returning to a recent decision.
At the end of May, as part of the debate on the Health Insurance Act regarding data exchange and risk equalization, the Grand Chamber decided not to make the nationality of foreign insured persons available to health insurance companies. However, it now wants to implement this request at ordinance level.
From the point of view of the proponents, the collection of this data leads to greater transparency in the use of healthcare services, as committee spokesman Thomas Aeschi (SVP/ZG) said.
A minority led by Brigitte Crottaz (SP/VD) requested that the motion be rejected. She argued that the cost of such statistics would be disproportionate in view of the information they would provide.
It would not make sense to evaluate the data solely on the basis of nationality, said Health Minister Elisabeth Baume-Schneider. Instead, she suggested drawing up a report on the distribution of costs charged to health insurance, taking nationality into account. This would be cheaper and more efficient.
The motion now goes to the Council of States.
