Parliament calls for technical agreements on power supply

Parliament wants the Federal Council to conclude technical agreements with the EU or Switzerland's neighboring countries in order to ensure the stability of the electricity grid. This is in the event that an electricity agreement with the EU should fail.
After the National Council, the Council of States also approved two corresponding motions from the Center Group on Tuesday. However, the small chamber amended the motions so that they will go back to the sister council.
According to the new motion texts, the Federal Council is to be instructed to work towards ensuring that the national grid company Swissgrid concludes technical agreements with the transmission system operators of other countries. This will apply as long as no electricity agreement has been concluded with the EU.
The Federal Council is aiming to start negotiations with the EU on an electricity agreement, said Commission spokesperson Daniel Fässler (center/AI). However, from today's perspective, it is difficult to predict when such an agreement could be concluded and enter into force. "Technical agreements therefore offer an alternative in the event that no political agreement is reached on an electricity agreement."
Contract with Italy
Energy Minister Albert Rösti said that the Federal Council was currently focusing on the political negotiations with the EU on an electricity agreement. In addition, Swissgrid is already active in the matter. However, if Parliament wanted to strengthen this path with a motion, he would have no objections.
At the end of 2021, the company signed a contract under private law with the transmission system operator of Italy and its neighboring states in order to be included in the cross-border capacity calculation methods and security coordination processes. According to the Federal Council, however, such agreements are not permanent solutions.
