Parliament wants to give a boost to decentralized digitization projects at federal, cantonal and municipal level. The Federal Council should use existing funds in a decentralized manner, but should not have to use any additional funds.

On Monday, the Council of States passed a motion by the National Council's Finance Committee without opposition. The committee justified its motion by stating that cooperation between the levels of government is currently based solely on goodwill. This is an obstacle to successful transversal digital cooperation.

According to the National Council committee, the new law on the performance of official duties (Embag) provides a basis for overarching projects. However, additional incentives are needed for decentralized projects that do not require central coordination and are geared towards interoperability and multiple use.

The Federal Council agreed with the motion. In terms of financial policy, it is important to note that no additional funds will be allocated, said Finance Minister Karin Keller-Sutter.
