Schaffhausen expects 38 million franc deficit in the cantonal budget

The canton of Schaffhausen is expecting a deficit of CHF 37.9 million in its 2025 budget despite rising tax revenues. Schaffhausen will become a donor canton in the national financial equalization scheme.
On Tuesday, the Schaffhausen cantonal government presented its budget for 2025, which envisages expenditure of just over one billion francs in the current account.
The expected deficit of 37.9 million francs is due, among other things, to rising costs in the social and healthcare sectors as well as payments into the cantonal and national financial equalization system. However, the "significant tax cuts" of recent years are also making themselves felt, according to the press release. For example, the tax rate was reduced by 8 percentage points in 2024.
Cost-of-living adjustment for employees
Cantonal employees will receive an inflation adjustment of 1.3 percent in the coming year. A further 0.8 percent is earmarked for wage measures.
In its financial plan, the Schaffhausen cantonal government also anticipates deficits in the years after 2025. According to a decision by the cantonal council, these are to be covered by a controlled reduction in the canton's equity capital, which currently stands at over CHF 300 million.
