Snow groomers continue to receive tax breaks

Snow groomers remain exempt from mineral oil tax. The Federal Council has confirmed the current regime following a regulatory impact assessment.
Since October 2016, snow groomers have been exempt from mineral oil tax. This reduces the financial burden on mountain railroads. Agriculture and forestry, natural stone quarrying, commercial fishing and certain stationary users of fuels also benefit from refunds of mineral oil tax.
In international negotiations, Switzerland is involved in efforts to limit subsidies in favor of fossil fuels. The Federal Council has therefore reviewed the refunds in favor of certain sectors, as it announced on Friday.
According to the results of the regulatory impact assessment, the expected reduction in CO2 emissions as a result of the abolition or reduction of the refund would be very low. This is mainly due to the lack of alternative technologies in often specialized applications and on special terrain in the affected industries.
At the same time, according to the report, the reimbursements are of great economic importance for the industries concerned. On the basis of these findings, the Federal Council has decided to maintain the refunds unchanged.
On the other hand, the abolition of the reimbursement to licensed transport companies is under discussion. Parliament will decide on this as part of the revision of the CO2 Act for the period after 2024.
