Three Cantons Seek Approval for Electronic Voting

Three cantons, Basel-Stadt, St. Gallen and Thurgau, have applied to the Swiss federal government for permission to use electronic voting in the upcoming federal elections. Electronic voting was not available in the 2019 federal elections due to security issues, and only a small portion of overseas voters will be able to use it in the upcoming elections. Basel-Stadt will offer electronic voting to overseas Swiss citizens and people with disabilities, while St. Gallen will offer it to overseas voters and those in the municipalities of Kirchberg, Widnau, Goldach, Vilters-Wangs and Rapperswil-Jona. In Thurgau, around 4930 overseas Swiss citizens will be able to vote electronically for the six-member National Council delegation, but not for the two Council of States seats. The operating costs for the electronic National Council elections in Thurgau are estimated to be 50,000 Swiss francs, while Basel-Stadt estimates 45,000 Swiss francs and St. Gallen has budgeted 400,000 Swiss francs for 2023. The Swiss federal government will decide in the coming weeks whether to grant the special basic permission required for the use of electronic voting machines. On June 18th, 65,000 voters were eligible to vote electronically in Basel-Stadt, Thurgau and St. Gallen, representing 1.2% of all eligible voters. 4239 people actually voted electronically, including on the new climate protection law.nnnnnnnn
