Three cantons vote on eight substantive proposals

In three cantons, decisions will be made on eight substantive proposals on Sunday (today). Among other things, St. Gallen will decide on a climate fund, Schaffhausen will vote on corporate taxation and Basel-Landschaft on the introduction of a landfill tax.

The St. Gallen climate fund initiative was submitted by the SP. It calls for CHF 100 million from the special equity capital for the replacement of heating systems using fossil fuels and for electricity generation using photovoltaics, wind power and biomass. The cantonal council rejected the initiative. However, the government's counter-proposal with a special credit of 59 million francs was approved.

The two other proposals were largely undisputed in parliament. For example, the annual contributions to supplementary family and school childcare are to be doubled from five to ten million francs. And the St. Gallen district court, which is rented at two locations, is to be centralized at a new location at a cost of CHF 27.2 million.

Restriction of financial reserves

In the canton of Schaffhausen, voters will decide on a revision of the Financial Budget Act. This is intended to restrict the creation of reserves, as the canton and municipalities have been able to do since 2017, for example to finance major projects.

Immediate measures are to be taken with regard to the internationally agreed minimum taxation of 15 percent of the profits of large corporate groups by amending the Tax Act. Finally, voters will also decide on a contribution of twelve million francs for a new indoor swimming pool. On the same day, the city of Schaffhausen will vote on the municipal contribution of almost 32 million francs.

Basel region wants to introduce landfill tax

In the canton of Basel-Landschaft, voters will decide on a landfill tax on construction waste. It is envisaged that the canton will be able to levy a charge of up to CHF 50 per tonne if necessary in order to promote the recycling of reusable materials. This requires the approval of both an amendment to the cantonal constitution and the Environmental Protection Act.
