Criticism of Worst-Case Scenario for More Grain in Compulsory Storage

The Swiss Federal Council has proposed to expand the mandatory food reserves in order to provide the country with enough food to last up to one year in the event of a crisis, similar to the Cold War. The proposal has generally been welcomed, but some have questioned the realism of the worst-case scenario used as the basis for the calculations. Réservesuisse, which represents all companies required to hold mandatory reserves, has rejected the proposal outright. Economiesuisse has also expressed doubts about the assessment of the need for reserves, but has generally welcomed the review and potential expansion of the reserves. Most cantons have also welcomed the expansion, although they have questioned the realism of the underlying scenario. The expansion would require an additional annual cost of 17 million Swiss francs, as well as one-time costs of 84 million francs, to be financed by the Guarantee Fund. A change in the ordinance is necessary to adjust the mandatory reserve amounts.nnnnnnnn
