Freiburg rejects unbundling of tasks between state and municipalities

In the canton of Fribourg, the first package for the unbundling of tasks between the state and municipalities has been rejected by the people. With a voter turnout of 32.3 percent, 37,795 voted against the proposal, while 29,433 were in favor, according to the State Chancellery.

The aim of the bill was to clarify the division of tasks and responsibilities as well as the financing and to align them according to the principle of "he who pays, commands". Due to its scope, the project was divided into several stages.

The first package for the unbundling of tasks included family support facilities, help and care at home, special and socio-educational institutions and professional foster families as well as elderly people in care homes. The municipalities were to be given more powers.

Points of criticism during the debate in the Grand Council were the financial assumptions, which were deemed too uncertain. Despite this, the cantonal parliament still approved the bill by a clear 68 votes in favor, 29 against and four abstentions.

According to the authorities, the proposal would have been a "zero-sum game" for the public sector. It would have resulted in expenditure of around CHF 75 million for the state, which in turn could have been saved by the municipalities.
