Council of States in favor of national address service from 2025

On Monday, the Council of States voted in favor of the creation of a national address service (NAD) to record the address data of the Swiss resident population. The small chamber adopted the Federal Council's bill on the Address Service Act (ADG) with an amendment by 40 votes to 4.

The new database will enable federal, cantonal and communal authorities as well as third parties to search for addresses of individuals across cantonal borders. According to parliamentary documents, the search is to be carried out using a person's AHV number.

A person's key data is to be recorded: address, full name, date of birth, gender, municipality of residence and data on people moving in and out of the country. At present, such queries are only possible at municipal or cantonal level, the documents also state. There is therefore interest in a central register in which all this information is bundled.

The Council of States adopted the Federal Council's draft law with one amendment: Not only the municipalities are to be exempted from the obligation to pay fees, as proposed by the Federal Council, but also the cantons. The bill will now go to the National Council.
