Parliament adopts goals for the current legislative period

The planning for the current legislative period has been finalized. The Council of States amended it on Thursday and prevailed over the National Council on numerous points. The latter had previously waived many of its original amendments.
With the legislative planning for 2023 to 2027, Parliament gives the Federal Council its wishes for the next four years. The guidelines form a framework for the work of the federal government. Completed and unfinished measures are reported in the Federal Council's annual business report. The planning instrument has no further consequences.
In addition to relations with the EU, finances and climate protection, the Federal Council is focusing on new challenges such as artificial intelligence, crisis management, energy supply and the reconstruction of Ukraine. As the Councils did not agree on many points, a conference had to be held to reach an agreement.
Their proposals were largely based on the leaner version of the Council of States, which had deleted several points introduced by the National Council. The proposals have now all been adopted.
For example, the call for a financial transaction tax to finance the AHV is not included in the plans. Similarly, a message for the abolition of the AHV pension cap for married couples will not be included. And the review of the SRG license that was initially included by the National Council has been deleted.
In addition, the councils have added a national strategy for further education and vocational training, the definition of the framework conditions for a national exhibition, an adjustment of the social security systems in favor of cultural workers and the adoption of a strategy for water management.
