National Council rejects new custody rules for adults

The execution of measures in adult criminal law remains unchanged. On Friday, the National Council voted down a bill that would have made changes for people in custody. The "no" vote means that the status quo remains unchanged.
The Grand Chamber rejected the amendments to the Swiss Criminal Code in the final vote by 129 votes to 69. The SVP, SP and Green parliamentary groups voted unanimously against, meaning that the bill is now dead.
The most controversial element of the revision was the new rules on detention. After a back and forth, the Councils came out against the systematic detention of repeat offenders for serious crimes. The Council of States prevailed on this point.
An initial majority in the National Council wanted to extend the conditions for systematic detention to people who have committed murder, intentional homicide or rape for the second time. A repeat offense justified this protection against the most dangerous offenders, according to the tenor.
