The Swiss Federal Council's proposal to relax the Foreigners and Integration Act was initially approved by the Federal Councils, but has now been put on hold. The Council of States has changed its opinion on the proposal and wants to send it back to the Federal Council for revision. The proposal was intended to contribute to the fight against the shortage of skilled workers. It would allow people from non-EU and non-EFTA countries to obtain a work permit more easily if they have a Swiss higher education degree and work in a sector with a shortage of skilled workers. The proposal must also be of "high scientific or economic interest" to Switzerland. However, the Council of States has now decided that the proposal is not in line with the constitution and has approved a motion to send it back to the National Council.nnnnnnnnnnnnnnnnnnnnnnnnnn
