National Council to Introduce Fluctuation Reserve for Swiss Wine

The Swiss National Council has passed a parliamentary initiative to create a “Climate Reserve” for Swiss wine. This reserve would act as a buffer to ensure that the market is supplied with a sufficient amount of Swiss AOC wine in years of low yields. The legal framework would allow cantons to voluntarily create a Climate Reserve, preventing Swiss wines from losing market share if they cannot be supplied. The Climate Reserve would allow for the harvesting of grapes that exceed the cantonal quotas but are below the national maximum yield for AOC wines, and cannot be directly marketed. A minority of the National Council, led by Prisca Birrer-Heimo (SP/LU), opposed the initiative, arguing that it was unnecessary and would only lead to administrative burden. They argued that the cantons could simply raise the limits to the appropriate level, and that there were no current problems. However, their arguments were not accepted and the initiative was passed with 112 votes in favour and 47 against, with 24 abstentions.
