The Federal Council Should Examine Evacuation Scenarios

The Swiss National Council has asked the Federal Council to examine how the country would be prepared for a very large evacuation and how many people could be evacuated within what time frame. National Councillor Maja Riniker (FDP/AG) has stated that evacuation scenarios must be thought of and planned on a much larger scale, and that the management of mass movements of the civilian population must be one of the highest priorities of the authorities in the event of a conflict. It makes sense to think not only in terms of one canton, but in larger geographical regions. A study from the spring of 2023, which analysed the effects of the Russian attack on the Ukrainian population and the resulting consequences for the Swiss population protection, showed potential for improvement according to Riniker. The report requested by the Federal Council should close these gaps. In summary, the Swiss National Council has asked the Federal Council to examine how the country would be prepared for a very large evacuation and how many people could be evacuated within what time frame, taking into account the potential for improvement identified in the 2023 study.
