Using Ukraine’s experience for Swiss civil protection

Experiences in Ukraine should help to improve civil protection and alerting in Switzerland. The Federal Office for Civil Protection (Babs) is planning to discuss protection and alerting in the future with the cantons at a conference in Biel this week.

The global security situation highlights the need to continuously adapt and improve civil protection, wrote Babs in its press release on Monday. Particularly in the area of shelters and alerting, lessons could be learned for Switzerland from the experiences in Ukraine.

Babs wants to update the deployment concept for the shelters. According to the law, the principle currently applies that a shelter must be available for every resident in a shelter "close to their place of residence". However, recent experience has shown that people are also mobile during a conflict.

Needs-based concepts

The Federal Office wants to work with partners to develop flexible and needs-based concepts to ensure the necessary protection despite mobility. People should be able to maintain a certain normality even in times of crisis, it writes.

According to Babs, the war in Ukraine has also shown that redundant alert systems are important. The population must be able to be warned quickly and via different channels. The Babs wants to critically examine and adapt the existing alert systems.

The Civil Protection Conference will take place next Thursday in Biel/Bienne. According to the Federal Office for Civil Protection, it is a central platform for dialogue between civil protection experts from the federal government, cantons and other organizations and takes place every two years.
