Federal Council wants to create legal basis for Expo before making decisions

Before deciding on the next national exhibition in Switzerland, the Federal Council wants to create the legal basis for an Expo. Only then will it decide on a project and decide on co-financing.

With a motion, Parliament is calling on the Federal Council to define the framework conditions for an Expo to be held from 2030. The federal government should therefore proceed more quickly than previously planned. According to the motion, it must be clear by summer 2026 where the next national exhibition is to take place.

This requirement cannot be met, the Federal Council wrote on Friday. This is because the legal basis must be in place before the selection is made. The Committee for Science, Education and Culture of the Council of States (WBK-S) had not taken into account the need for a legal basis in the motion.

Based on the motion, the Federal Council is now taking steps to create the legal basis for supporting a national exhibition. The review process and the selection of one of several projects will only take place once the law and the associated ordinance are in force.

On the other hand, the Federal Council intends to adhere to Parliament's demands when it comes to financing intentions: It wants to make a statement on this by the end of 2026 and does not rule out a negative decision. In March 2023, it had still planned to wait until 2028 to decide on any financial commitment by the federal government.

If the Federal Council decides to make a financial contribution to the Expo at the end of 2026, it would be realistic to hold it around 2034, he writes.
