Ausserrhoden budgets a loss of 13.3 million francs

The canton of Appenzell Ausserrhoden has budgeted a loss of CHF 13.3 million for 2025. Lower income from federal revenue and additional costs in the area of hospital financing are expected. In addition, amendments to the Public Schools Act and the Energy Act would put a strain on the canton's finances.

The 2025 budget shows an operating surplus of CHF 9.5 million and an overall loss of CHF 13.3 million, the canton of Appenzell Ausserrhoden wrote in a press release on Friday. Despite relief measures amounting to three million francs, the result is below the expectations of the financial plan.

Tax income from natural persons is expected to grow by 3.8 percent compared to the previous year. This additional revenue would be offset by lower income from legal entities.

For the 2025 budget, the cantonal government of Ausserrhoden assumes that there will be no profit distribution from the Swiss National Bank. This will be partially compensated for in 2025 by the income from the recall of the sixth banknote series. Hospital financing is expected to cost CHF 70.9 million in the 2025 budget. This corresponds to additional costs of CHF 4.9 million compared to the budget.

Net investments of 30 million francs are planned. The largest item, at CHF 9.2 million, relates to road construction.
