Bülach ZH District Court deliberates on the custody of a 25-year-old woman

The Zurich prison authorities have applied for the subsequent detention of a 25-year-old Kosovan woman. The young woman is defending herself against this, which is why the matter is being brought before the Bülach District Court today, Tuesday. In March 2017, she attempted to strangle a 12-year-old boy with a scarf in a psychiatric clinic in Basel in order to be transferred to another institution.
Just under a year later, as an adult, she attacked another fellow patient in the Rheinau ZH psychiatric clinic and strangled him as he sat in front of the television. At the time, the mentally ill woman also wanted to be transferred.
In October 2020, the Zurich High Court finally sentenced her to nine years' imprisonment and a ten-year ban from the country for attempted murder, attempted murder and other offenses. However, the prison sentence was postponed - instead, the young woman received inpatient therapy.
Therapy without success
However, this was unsuccessful, as can be seen from the application. According to the authorities, the woman is considered untreatable. At the same time, there is a high risk of recidivism for further serious acts of violence.
During her stay in Rheinau, new acts of violence against employees and fellow patients are also said to have occurred. A senior doctor and a patient were injured in the process. The patient also repeatedly injured herself.
Protecting the public above all
The prison authorities now no longer want to treat the woman, but above all protect the public. The conditions for proper custody have been met. If the authorities have their way, the young woman will remain in the high-security wing in Rheinau ZH, where she has been living for seven years.
Her lawyer argues that she takes the threat of detention seriously and is therefore particularly motivated to undergo therapy. There are no indications that his client is also dangerous outside the walls of an institution. It remains to be seen whether the Bülach District Court will make its decision today, Tuesday.
