Canton of Jura budgets a minus of 5.3 million francs

The canton of Jura is budgeting a deficit of CHF 5.3 million for 2025. As the government announced on Thursday, the canton had to take cost-cutting measures in order to comply with the debt brake limit in view of the Swiss National Bank's likely lack of disbursements.
The 2025 budget includes expenditure of 1.069 billion francs and income of 1.064 billion francs. Investments amount to 32.5 million francs. The self-financing ratio is 80.2 percent.
The likely absence of disbursements from the Swiss National Bank, which were estimated at CHF 22 million in the financial plan, will have a major impact.
In order to compensate for these shortfalls, it was necessary to increase the savings measures from the "Plan équilibre 22-26", originally set at CHF 37 million, by an additional CHF 17 million. The bottom line is that a total of one hundred measures would enable savings of CHF 54 million, which corresponds to 8 percent of expenditure that is not tied to federal decisions.
The 2.5 percent annual increase in expenditure in the canton of Jura is still one of the lowest in an intercantonal comparison. On the other hand, income would not rise sufficiently to cover the increase, which is mainly due to transfer charges.
