Council of States wants to continue to promote construction on noisy roads

The Council of States wants to continue to promote housing construction in areas with excessive noise pollution more strongly than the National Council. This was decided on Tuesday during a further discussion of amendments to the Environmental Protection Act.

For example, residential construction projects should in principle be eligible for approval in the event of excessive noise if controlled room ventilation is installed in the apartment or if half of the noise-sensitive rooms in each residential unit have a quiet window. The Council of States spoke out in favor of this on Tuesday.

Quiet outdoor spaces also play a role in the Council of States' version. This confirmed its position from December 2023, when it discussed the law for the first time.

In times of housing shortages, the National Council also wants to make it easier to build housing in areas with too much noise. However, in March it argued for a middle way between the more far-reaching proposal of the Council of States and the more restrictive proposal of the Federal Council. Differences now remain between the Councils.
