The Swiss Health Directors Conference (GDK) has proposed a unified national system for the Electronic Patient Dossier (EPD) with regional or cantonal enforcement offices, as the current decentralized model has not been successful. The GDK believes that the federal government should take the lead in this matter. If the federal government chooses to keep the decentralized model, the roles and responsibilities of the providers must be clearly defined. The GDK supports the federal government's proposal that every person in Switzerland should automatically receive an EPD free of charge, with the option to opt out. The GDK also supports the obligation to use the EPD for outpatient services and encourages cantons to remind hospitals, nursing homes and maternity wards of their obligation to connect to the EPD. In summary, the GDK has proposed a unified national system for the EPD with regional or cantonal enforcement offices, and supports the federal government's proposal that every person in Switzerland should automatically receive an EPD free of charge, with the option to opt out. They also support the obligation to use the EPD for outpatient services and encourage cantons to remind hospitals, nursing homes and maternity wards of their obligation to connect to the EPD.nnnnnnnnnnnnnnnnnnnnnnnnnn
