The federal government has adequately dealt with the events surrounding the multi-million-euro guarantee losses for Swiss deep-sea shipping. This is the conclusion reached by the parliamentary supervisory committees.
In their final report on offshore shipping guarantees, the parliamentary oversight committees of the National Council and the Council of States (CPC) state that the Federal Council has implemented their main demands from 2018, as announced by the parliamentary services on Monday. For this reason, the Committees of Supreme Audit have decided to discontinue their work on this dossier and to dissolve the working group on the topic set up in 2017.
However, in view of the major challenges in the area of national supply, the National Council's Control Committee (CPC-N) will continue to inform itself about the situation and the measures taken by the Federal Council and the Federal Department of Economic Affairs EAER as part of its regular supervisory activities, the statement continued.
New management structure
Following the debacle surrounding the offshore shipping guarantees, the federal authorities reviewed the organization of the Federal Office for National Economic Supply (FONES). For example, a full-time position is to be created for a delegate who also holds the position of Director of the Federal Office for National Economic Supply (FONES).
In the view of the CPC, it is a major challenge to ensure the reorganization of the FONES in addition to the ongoing tasks in the current context, which is characterized by several crises, as can be seen from the communication. The CPC is of the opinion that these challenges are being tackled appropriately by the EAER.
Furthermore, the Audit Committee is of the opinion that its most important expectations with regard to the adequate recording and archiving of management meetings and the development of uniform guidelines for the execution of guarantees and similar obligations have been met.
