From next year, Switzerland will have milestones for reducing its greenhouse gas emissions to net zero by 2050. The Federal Council has brought the Climate Protection Act into force on January 1, 2025.

The bill, which was approved at the ballot box in June 2023, sets interim targets for reducing emissions. The new Climate and Innovation Act (KlG) is decisive for future climate policy, wrote the Federal Council on Wednesday's decision.

It is the indirect counter-proposal to the popular glacier initiative. While the latter focused on bans - on fossil fuels, for example - and a reduction pathway, Parliament preferred legally enshrined reduction and milestone targets.

The law introduces temporary funding programs with a total of CHF 3.2 billion for innovations and renovations. Initially, the focus will be on renovating heating systems in apartment blocks and replacing electric heating systems. Companies that present a roadmap and measures for achieving net zero by 2050 can also benefit.

Whether the money will actually flow in full remains to be seen. This will depend on the implementation of the planned savings program, for which the consultation process is to begin next January, as the Federal Council writes.

According to the new law, the Federal Administration may no longer emit any greenhouse gases as early as 2040. The Federal Council intends to submit the relevant provisions for separate consultation as soon as possible. Separate clarifications are needed to implement the target, it wrote.
