Future Financing of Health Care Costs Still to Be Discussed

The Swiss Parliament has passed a resolution to unify the financing of both ambulatory and stationary health care services. The National Council has proposed a compromise on the issue of long-term care, which states that the cantons should be responsible for at least 28.6% of the net costs, while the health insurers should be responsible for no more than 71.4%. The net principle is to be applied, with the patient's contribution being deducted. The National Council has also decided to include long-term care in the so-called Monism system, but with certain conditions. These include the setting of tariffs on a uniform and transparent cost basis, and the full implementation of the "Strong Care Initiative". The Council also decided that the cantons should take over the contributions of the insured to the costs of care services, and that the maximum duration of acute and transitional care should not be extended. In addition, the compulsory basic insurance should not cover the costs of residence. The Parliament has given the cantons several years to implement the changes.
