National Council committee does not want a quota system for proposals

Members of the National Council should not be allowed to submit only a certain number of initiatives per term of office. The National Council's Political Institutions Committee (SPK-N) rejects a parliamentary initiative whose author proposes limiting the number of procedural requests to 32 per legislative term.
With 12 votes to 12 and a casting vote by committee president Greta Gysin (Greens/TI), the SPK-N asked the National Council not to follow Thomas Matter's request. This was announced by the parliamentary services on Friday.
The ever-increasing flood of motions is placing an "irresponsible burden" on the National Council, wrote the Zurich SVP National Councillor in support of his initiative. Dealing with all these motions costs millions.
The SPK-N argues that only very few members of the Council submit more than 32 initiatives per legislative term. A much lower maximum number would be necessary to reduce the total number of initiatives and procedural requests submitted. The number of motions submitted has also not increased in recent years.
If the National Council follows the proposal of its preliminary committee, Matter's parliamentary initiative is off the table. If, on the other hand, the upper chamber approves Matter's initiative, it will go to the relevant Council of States committee for further discussion.
