Parliament Can Decide on an Export Ban on Torture Goods

The Swiss Parliament can decide whether to ban the import, export and transit of goods used for the execution of death sentences or torture purposes. The Federal Council has approved a message for a new torture goods law in order to implement the recommendation of the Council of Europe for the control of goods that can be used for torture or the execution of death sentences. The law will only apply to certain goods that have no practical use other than for the execution of death sentences or torture and other cruel, inhuman or degrading treatment or punishment. The Federal Council also wants to ban technical assistance in connection with these goods and advertising for them. Goods that can be used for torture but also for other purposes will be subject to a permit requirement. Technical services or intermediation services in connection with such goods will also be subject to a permit requirement. The Federal Council also wants to include the existing control of medicines used for the execution of people in the torture goods law. Technical services or intermediation services in connection with such medicines will also be subject to a permit requirement.
