The Council of the EU publishes the European negotiating mandate

The Council of the European Union has published the European Commission's mandate for negotiations with Switzerland. Brussels insists on the ECJ and the dynamic adoption of law and is prepared to negotiate exceptions in various agreements.
The negotiating mandate published on Tuesday provides for institutional provisions. For example, EU law relating to internal market agreements is to be interpreted uniformly by the European Court of Justice (ECJ). The EU also wants Switzerland to dynamically adapt its law in the area of agreements. National procedures are to be guaranteed.
Las disposiciones institucionales deben abarcar tanto los acuerdos nuevos como los ya existentes relativos al mercado interior. Sin estas disposiciones, no debería garantizarse a Suiza un acceso ampliado al mercado interior.
EU wants financial participation from Switzerland
Según el mandato, ambas partes deben acordar una contribución de cohesión "justa" de Suiza a la UE. Estos pagos son una contrapartida clave a la participación de Suiza en el mercado único. Suiza también tendría que contribuir financieramente a los programas en los que participa.
Los Estados miembros de la UE quieren permitir a Suiza ciertas excepciones a los acuerdos sobre libre circulación de personas y transporte terrestre. Por ejemplo, es probable que Suiza aplique medidas para proteger los salarios y la seguridad social. En cuanto al tráfico ferroviario, el tráfico puramente nacional también debería quedar excluido de un futuro acuerdo.
Negotiations on the individual components of the package are being conducted in parallel by the EU Commission and the Federal Council. According to the Council, negotiations are due to start in the next few days.
